The ELC supports the governing bodies by providing Independent Verification and Validation (IV&V) assessment of a project’s compliance with the ELC processes for all investments, programs and projects within its assigned portfolio. The primary objective of governance is to ensure assigned investment, program and project objectives are met, risks are managed appropriately, and enterprise expenditures are fiscally sound. Information technology governance is a function of internal control within the IRS.
